This PR removes the truncated file name in uploaded documents.
It also adds some style to break-word when the filename is very long.
This PR is issued from the audit of Angers city (page 18), and corresponds to criteria 1.4.10 from WCAG.

As a user, create a proposal and add an attachment to it
in the modal after dropping a file with a very long name, see that the name is not truncated and that it goes to the line
After saving the attachment, see that the filename under the image is not truncated.
