Summary

Adds a docs-only standard requiring serious claims to name the cheapest safe test that would lower confidence in the claim.

Why

A verification protocol should not only ask for evidence. It should ask what would change the repository's mind. This makes reversal paths explicit and helps reviewers catch claims with no clear falsifier.

Scope

Documentation only. No schema, workflow, generated file, or problem-pack content changed.

Review focus

Please review whether this should remain advisory or become a required field for safety-sensitive, quantitative, or prioritization-changing claims.
