Evidence added or changed

  • Replaced a bad fluoridation record with who-oral-health-fact-sheet-2025, a WHO primary source accessed 2026-07-06.
  • Removed invalid DOI metadata from the WHO oral-health survey-methods record.
  • Updated oral-health burden framing from 3.5 billion to WHO's 2025 nearly 3.7 billion estimate.
  • Marked source-inventory as needs-review after classifying six source families as usable, usable proxy, limited, or rejected.
  • Added an oral-health pack-local AGENTS.md so future agents avoid treating country-level burden or dentist-density indicators as sub-national access evidence.
  • Repaired two unrelated but blocking source-rot defects surfaced by pnpm verify:sources:
    • MERRA-2 now points to NASA GES DISC dataset summary.
    • Bangladesh arsenic records now use reachable BGS/PubMed source pages and remove a non-resolving DOI claim.

Validation method

  • pnpm build passed.
  • pnpm validate passed.
  • pnpm reproducibility:check passed for 544 tasks.
  • pnpm verify:sources verified 326 evidence URLs; 10 allowlisted URLs still require manual verification, with 0 hard failures.
  • git diff --check passed.
  • Pre-push hook reran validate and build successfully.

Known limitations

  • The oral-health source inventory still cannot support sub-national access mapping in low-income countries. The next useful task is country-by-country extraction of survey dates, dentist-density source years, and whether public sources preserve sub-national service-access or workforce distribution.
  • The WHO fact sheet is burden and service-availability framing, not a dataset.
  • The BGS arsenic source is a report-directory page; reviewers should confirm the exact report file before numeric extraction.

Kill condition

The oral-health data-scarcity claim should be revised or killed if a reviewer identifies a public dataset that provides sub-national oral health service access or dentist distribution for at least one low-income country, or finds that WHO country profiles list more than 30 LMICs with national oral health surveys using the 2013 protocol.

Protocol Notes

pnpm verify:sources caught three hard source defects that ordinary pack-only validation would not catch. The protocol should continue requiring source verification before completion, even for enrichment runs that mainly touch a single pack.
