Summary

Completes the source-inventory literature-scout task for public-health/hypertension-control-global. One task, one role, one claim per record.

Adds 6 dated, classified evidence records with measured-BP discipline:

Also fixes a rotted URL in the pre-existing who-hypertension-2023 record (the WHO publication link 404'd; replaced with the stable WHO IRIS handle 10665/372896) and refreshes its access date.

Done condition satisfied: ≥4 sources classified usable/limited/rejected with explicit reasons covering measure family, timing, geographic grain, and health-linkage relevance.

Test plan

  • pnpm validate passes
  • pnpm reproducibility:check passes (516 tasks)
  • All 7 evidence URLs return 200 under the source-checker user agent

Protocol Notes

  • Source rot found across the repo. Running pnpm verify:sources surfaced genuinely dead URLs in other packs (HTTP 404): fao-grassland-degradation-2023 (fao.org/publications/grasslands/2023), pollinator-monitoring-gap-tropical (a ScienceDirect article), and wmo-heat-health-2023 (public.wmo.int state-of-climate-services link); plus several *.nic.in and geos-chem.org records that fail to fetch (possibly geo/TLS-restricted). Recommend a scheduled verify:sources CI job so link rot is caught automatically rather than only when a pack is next touched. Tracking as a separate maintenance PR.

Updates datasets.md and evidence.md to match.
