Implements S4 from NEXT_100_PR_MAP. RSR- schema: VALID_STABILITY_VERDICTS (4), VALID_COMPARISON_METHODS (5); DEFAULT_STABILITY_THRESHOLD=2.0; auto-computes rank_std verdict; prevents advancing borderline candidates. 55+ tests. BASELINE: 9404→9467.
