This commit sets up a complete system for tracking CNCF Sandbox onboarding tasks. It includes: - GitHub issue templates for individual onboarding items. - GitHub Actions workflows for automating checklist updates in `ONBOARDING.md` and `README.md` from PRs and closed issues. - Automation for per-item progress reporting to the external CNCF Sandbox onboarding issue. - Scripts for bootstrapping issues and generating comprehensive status reports. - Comprehensive documentation in `CONTRIBUTING.md`.
