fix(ui-next): round a typed Numeric.SingleRange value to the slider step - #6401
Numeric.SingleRange only clamps a value typed into its number box. In the segmentation config, typing 0.2222 into Opacity keeps 0.2222 (cut off as "0.2:" in the narrow box), and typing 0.333 into Border keeps "0.333" in the box while the outline is drawn with the rounded width, because setOutlineWidth gets Math.round(value) and the input never sees a new value.
Changes & Results
SingleRange rounds the committed value to the decimal places of step, as NumberStepper already does for display. With step 0.1 a typed 0.2222 becomes 0.2, with step 1 a typed 0.333 becomes 0, so the box, the slider and the rendering use the same value.
The rounded value is clamped to min/max afterwards, since the bounds need not be aligned to the step. Leaving the input without editing it does not commit anything.
Added tests for both cases and for a max that is not aligned to the step in Numeric.test.ts.
Testing
npx jest platform/ui-next/src/components/Numeric: the new cases fail on master (Received: "0.2222" / "0.333") and pass with the change.
npx jest platform/ui-next: 8 suites, 83 tests pass.
prettier --check on the changed files: clean.

Bug Fixes
Numeric range inputs round committed values to match the selected step and clamp them to the configured minimum and maximum, keeping the displayed and committed values consistent.
Leaving an unchanged numeric input no longer alters its default value or triggers a change.
A value typed into the number box of a SingleRange was only clamped, so e.g. an opacity of 0.2222 or a border of 0.333 stayed in the box while the slider and the rendering used a different value. Round it to the decimal places of the step, as NumberStepper does.

Walkthrough
Numeric.SingleRange now treats unchanged input as a no-op. For changed valid input, it rounds to the decimal precision of step before clamping to min and max. Tests cover rounding, clamping, displayed values, and blur without editing.

Summary
Commit and validate input platform/ui-next/src/components/Numeric/Numeric.tsx, platform/ui-next/src/components/Numeric/Numeric.test.ts
SingleRange rounds valid changed input to the precision of step before clamping and updating the value. Tests cover decimal and whole-number rounding, maximum clamping, the displayed input, and blur without editing.
Very small scientific-notation slider steps can display and commit incorrectly typed values. The issue is narrow but remains open in the public component contract.

Explanation
Issue #6382 requires typed Opacity and Border values to round to the slider precision, match the slider/rendered value, and remain readable. SingleRange.commitInputValue rounds finite edited input with toFixed(getDecimalPlaces(step)), clamps the rounded value to min and max, and updates the stored and displayed value. Tests cover 0.2222 to 0.2, 0.333 to 0, an unaligned maximum, and no change on blur without editing.

For 0.15 with step={0.1}, this path produces 0.1, while decimal half-up rounding produces 0.2. If decimal half-up is the intended behavior for typed values, add a midpoint test and use decimal-aware rounding.

Update the typed-value rounding in the Numeric component so decimal midpoints
follow the intended half-up behavior; the current Math.min/Math.max and toFixed
path rounds 0.15 with step 0.1 to 0.1. Add a midpoint test covering that input
and expected 0.2 result, using decimal-aware rounding for the implementation.

Handle exponent-form step values.
step={1e-7} is accepted by the numeric step prop. getDecimalPlaces currently returns 0 for "1e-7". A typed value such as 0.00000012 is therefore committed as 0 instead of being rounded to seven decimal places.

Leaving this out of this PR: getDecimalPlaces is the existing helper NumberStepper already uses, and none of the OHIF numeric controls use an exponent-form step. Happy to look at it separately if needed.

@ShivaBollam07 Understood. NumberStepper already uses this helper, so handling exponent-form steps separately is reasonable. No change requested for this PR.
Would you like me to open a follow-up GitHub issue for exponent-form step support?

Blurring the number input without editing it rounded a value that is not aligned to the step, e.g. 0.5 with step 1 became 1.
