…vaGrids#27) Adds Merkle tree construction, proof generation for individual entries, and an archival mechanism that produces a root hash for on-chain checkpoint verification. New API endpoints: /merkle-root, /merkle-proof/:index, /archive.
Adds --type flag to filter events by comma-separated event types (e.g. PROPOSAL_CREATED,SIGNER_ADDED) and --format flag to switch between human-readable and JSON output for debugging and backfill ops.
Adds a global 1000 req/min per-IP rate limiter as DoS catch-all before all route-specific limiters. Enforces API key auth on webhook and notification integration endpoints for external clients.

This PR adds Merkle proof generation to the audit service for archived audit records. Generated proofs can be submitted to the on-chain checkpoint verification contract, allowing archived audit entries to be cryptographically verified.

Added Merkle tree construction for archived audit batches.
Implemented Merkle proof generation for individual audit entries.
Exposed helper methods for retrieving proofs by audit record.
Ensured generated proofs are compatible with the on-chain verification flow.
Added unit tests covering proof generation and validation.
Why
With the introduction of the on-chain checkpoint system (#27), archived audit records must be independently verifiable. Merkle proofs provide an efficient way to prove inclusion of an audit record without storing every record on-chain.
