This is done in preparation for adding the configuration of the dedicated host in Hetzner.
Some settings are specific to the Hetzner Cloud VMs and won't make sense to have them on the dedicated host.
This completes the fix for a related issue that we thought was already addressed: When clustering derivations into packages it could be that the same piece of software from different evaluations has a different homepage and thus ends up as two different packages. When a new evaluation updates the homepage to be the same for both, they'd collide.

This removes the transitions back to `PENDING` status which were necessary for the legacy UI "undo" feature. The legacy UI is now decommissioned, thus the transition will not be used any more.
In NixOS/infra@8bb5403 the monitoring.nixos.org domain will be dropped. Let's switch to using prometheus.nixos.org directly before this happens.
