bug: Restrict "Out for Delivery" access for pharmacist role

Summary

The "Out for Delivery" functionality is currently accessible to pharmacists, although it should only be available to delivery staff.

Expected Behavior

• Pharmacists should not be able to view or access the "Out for Delivery" page or related actions.
• Only users with the Delivery Staff role should have access to delivery workflows.
• Role-based access control should be enforced on both the frontend and backend.
