feat(platform): complete trusted publication Console loop

Summary

• preserve the reverse cross-runtime Runtime B -> Router -> Runtime A fixture and its parent/child Ledger lineage
• import the reviewed production Console into apps/console as the repository-owned frontend
• make root pnpm typecheck, pnpm test, and pnpm build execute explicit non-empty Console scripts
• add fresh current-checkout Compose/Chromium browser acceptance for Register -> Verify -> Publish -> Discover -> Install -> Invoke -> Record
• keep the four comparison demo routes available while production browser traffic remains Gateway-only
• document explicit provider/Workspace-owner credentials, browser configuration, and recovery boundaries

• the earlier browser failure was caused by reversed internal-auth digest wiring and was fixed in commit 2d1b4c1

Independent Slice D review: PASS, 0 High / 0 Medium / 0 Low. Local Docker was unavailable, so fresh Compose and browser evidence is taken from root CI. No runtime contract, retry, fallback, alternate endpoint, or direct Agent path was added.

Delivery note: Slice C and Slice D are chronologically separate commit scopes but share this root PR. T039 remains open until the scopes are split or explicitly approved.
