Update for org name change NREL -> NatLabRockies

Description

The GitHub org for NREL was renamed to NatLabRockies. Old links using "NREL" should still work for now. However, references throughout the repo have been updated to the new org name in case old links eventually break.

• Bug fix (non-breaking change which fixes an issue)
• Chore (any other clean up, maintenance, etc.)
