Description

Remove the remaining GB200 waiver for TestQwen3_5_35B_A3B_VL::test_fp8_prequantized associated with NVBug 6776338, which is QA - Closed - Verified / Bug - Fixed.

Both fixes referenced by the bug, #19038 and #19199, are already included in release/1.3. This removes one line from tests/integration/test_lists/waives.txt so the test can run again on GB200.

Test Coverage

Validated on the allocated Hecate node:

• python3 scripts/format_test_list.py tests/integration/test_lists/waives.txt
• python3 scripts/check_test_list.py --check-duplicate-waives
• python3 scripts/check_test_list.py --validate — passed: 1,967 unique test entries validated; 193 runtime-computed parameter-ID entries remain outside static validation.
• Waiver list sorting and git diff --check passed.
• Confirmed both fix commits are ancestors of the release branch and no waiver for bug 6776338 remains.

The GB200 GPU test was not rerun; this is a waiver-only change based on the existing QA-verified fix.
