Feature: WOMBAT integration for optional OpEx calculation

Purpose

This PR incorporates WOMBAT for a more comprehensive OpEx estimate for land-based, and fixed-bottom and floating offshore wind. These modes are automatically detected based on the WISDEM configuration, so any extraneously defined inputs will not cause optimization failures or misconfigurations leading to bad results.

In addition, there are a couple small documentation updates to ensure the docs build with WOMBAT input and output descriptions. Firstly, a missing package is added to the [docs] installation flag, and a few typos are fixed throughout that caused build errors.

Testing

No new tests have been added, mirroring the integration or LandBOSSE and ORBIT, but I can add some to test the inputs/glue code as needed.
