Patch: Create a new PyPI listing with PyPI & Test PyPI Runners
This PR is due to the lack of response from PyPI support to regain control of the LandBOSSE PyPI listing. As such, the package will now be listed on PyPI and Test PyPI as
NREL-landbosse(pip install NREL-landbosse), and any associated installation instructions have been updated.This will also form a new patch release for v2.6.1, making the latest changes from v2.6 finally available.
