Update metadata (from upstream) to support ccpp-capgen v1 in CCPP-SCM and UFS.
@climbfuji The TEMPO PR into the UWM has been merged. As part of those changes, module_mp_tempo_params was renamed to module_mp_tempo_cfs. This was causing the conflict in #31.
This PR supersedes #31
