是这样的，这个文件只是考虑到兼容用户拉取代码后的操作，或者创建两个requirements文件，一个action用，一个用户用？ |

soga，我忽略了用户需求，那直接合并吧，分两个文件必要性不大，ci 也不差这点时间 |

@Mzdyl 这个提交能撤回吗，代码中会去下载install_windows.exe文件，但是我已经改了文件名，后续新版本发布，就获取不到对应的文件名了，能撤回的话，我等下修改后提交，不能的话，我重新提个pr |
