feat: add @metamask/foundryup package

Explanation

This add a JS-based foundryup installer that can be used to install Anil, Cast, Forge, and Chisel binaries. It works cross-platform on MacOS, Linux, and Windows, on ARM and AMD CPUs.

It's been used in the MetaMask Extension for a few months now: MetaMask/metamask-extension#28393

This PR isn't ready to be merged as is, test coverage is lacking, and it needs to be exposed as a command in the package.json.
