Add @andrewdnolan to CI reviewers lists

This PR simply adds @andrewdnolan to various lists we have for reviewing CI.

@xylar I am not sure if we need to do those same CI fixes over here on Compass as we've been doing in the other repos. I've left them out for now just because it seems pre-commit is updated over here much less often (I assume just because we use ruff elsewhere but not here). So, maybe we can add them here if needed once we get things sorted out elsewhere. Or, I can add them now in this PR - up to you.

@altheaden, we need to port the other parts of https://github.com/MPAS-Dev/pyremap/blob/876bf2b23167bf3ef7601d75c23c34e94d62eb94/.github/workflows/pre_commit_update_workflow.yml over here as well but this is fine as a start.
