ci(views): pin the agent view check to mq-agent v1.34.0 - #141

The reproducibility step installed mq-agent from main, so an unrelated mq-agent merge could turn this repo red. It now installs the v1.34.0 release, which carries the reproducible generator (mq-agent #395). DEC-007's consequence is updated to match. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Public Safe Check's "Check the committed agent view is reproducible" step installed mq-agent from
@main. Any mq-agent merge could then turn mqobsidian red without a change here. It now installs the v1.34.0 release, published on 2026-10-14. The tag is at841e17aand carries the reproducible generator from mq-agent #395.Bumping the tag is now a deliberate change in this repo, made together with any view rebuild it requires. DEC-007's consequence line is updated to say so.
