The changelog entry and version bump #44 shipped without. The manifests still said 1.2.0, so the marketplace offered a release that did not include the artifact update & audit layer, and no installed repo had anything to upgrade toward.

Contents

  • CHANGELOG.md — a ## 1.3.0 entry covering the advisory artifact change-ledger and staleness layer, the Windows console crash fixed on top of it, and the coarse-edge limit.
  • Version bumped to 1.3.0 in .claude-plugin/plugin.json and .claude-plugin/marketplace.json. New capability, so minor per RELEASING.md step 3.

Stated rather than left to be found

The changelog records the coarse-edge signal-to-noise limit directly: a representative ten-artifact corpus harvests 2 declared edges against 18 inferred ones. Coarse edges are always labeled and only added where nothing is declared, but the dashboard is most useful where traceability is actually written down.

Verification

  • test_release_manifest_agreement.py — 8 passed. Both manifests agree, version is semver, and it is the newest changelog heading.
  • Full suite: 658 passed, 7 skipped.

This PR also exists to get a CI run. GitHub Actions was in a major outage (incident 15:22 UTC 2026-08-06, mitigated 00:06 UTC) when #44 merged, and both push events to master were dropped — so master has never been checked by CI.

marketplace still offered 1.2.0 and nothing told an installed repo there was
anything new to move to.
