Adds timeout options to curl for both connecting to the server and total request time.
Fixed a mismatch between variable name connect_timeout and config option name connection_timeout. Both are now called connection_timeout.

server and total request time.
The default timeouts are too long to try a second or third fallback OTP server before ssh gives up with a timeout.
