Could you add all non-published projects to the list of ignoredProjects?
And remove empty dumps after that

Why not instead only add the plugin as part of the configuration to publish. Saves from having to basically maintain a mirror list of exclusions.

With how many binary-compatibility-breaking changes are coming, it makes sense to introduce the machinery for ensuring they are as low-impact as possible.
