* replace using `reference` with `link` and `refer` depending on context * align terminology around function/type parameters * minor context additions

We are changing our worfklow to merge all the proposals that reached the public review stage, so I'm merging this one as well. The fact that the proposal is merged doesn't mean that it's approved and going to be implemented. |
