Probe the atomic_fence effect model on Julia 1.10 and 1.11 so the workaround disables itself if JuliaLang/julia#57806 is backported.

Keep the fallback aligned with the intrinsic: monotonic remains a no-op, while unordered continues to throw an invalid-ordering error.
