Use ASCII-only punctuation in agent-facing files - #42

The instruction templates, agent definitions and skills end up in users' agent instruction files and prompts, where non-ASCII punctuation gets mimicked by agents and trips ASCII-only commit hooks.

Replaces it with ASCII and adds a CI check (the repo's first workflow - happy to drop it if unwanted).
