Upgrade to NVIDIA Driver 595, ROS Jazzy

This is in anticipation of a future when the benevolent NVIDIA gods will bring JetPack 7/L4T 38 to Orin

Upgrades:

• Ubuntu 24 amd64 base image
• ROS2 Jazzy
• NVIDIA Driver 595 on simulation host
• GStreamer 1.24 with new nvcudah264enc preset
• onnxruntime-gpu 1.26 PyPI wheel (still only supports CUDA 12.x, CUDA 13 should become the default in 1.27)
• JP7/L4T 38 arm64 image for Orin
  • JetPack 7.2 from Orin released on June 2026
  • Nvidia container not yet released as of July 2026, check back later
• Update check_requirements.sh/README.md/REQUIREMENTS_UBUNTU/WSL.md

NOTE: this PR sticks with Gazebo Harmonic rather than Jetty for better PX4/ArduPilot SITL support

Syntax changes:

• rmw_qos_profile_services_default -> rclcpp::ServicesQoS()
• add ENV PIP_BREAK_SYSTEM_PACKAGES=1 or --break-system-packages to global pip3 install
• pip3 install --no-cache-dir --upgrade pip -> REMOVE
• --resume-retries -> --retries
