The speed is still too slow and the OpenBlasCapableArray needs restructing
Give up memcpy for aligned fp16 & fp32. Directly use openblas. Bf16 is still too slow.
1. allocate aligned mem in cpu_runtime. 2. do no memcpy for float and double as they are initially aligned. 3. tidy xmake config
