This change looks big, but it's not as complicated as it looks.

  • Try to add tests for metacapture.
  • switch from footnotehyper to footnote
  • switch to using \PkgErr
  • remove dependence on xpatch package (switch to \AddToHook
  • improvements to metacapture tests.
  • added tests for city, country, and latin1 encoding.
