Replace LICENSE with busbar's Apache-2.0 text; workspace license, SPDX header, CONTRIBUTING and README license cell follow. deny.toml already allows Apache-2.0.

Owner ruling 2026-10-03: the busbar plugin fleet is Apache-2.0, same as busbar. LICENSE replaced with busbar's text; workspace license, SPDX header, CONTRIBUTING and README license cell updated. deny.toml already allows Apache-2.0.
