- stop dialog completion from overtaking streamed text/thinking/params events
- centralize tool event priority by event type
- drain desktop event queue until empty after wake-up
- add frontend FINISHING state with quiet-window settlement
- keep accepting late chunks during finishing and log dropped data events at debug level
- treat finishing turns as still streaming across flow-chat UI
