Buffs the Ranger loadouts. Buffs the sniper rifle a bit too.

Why It's Good For The Game

Rangers really don't have a lot going for them right now with the powercreep going on. After a long discussion with members of the server, the people compiled some suggestions that should make Rangers a force to be reckoned with again.

Snipers also got grudgecoded into shit in the past, so I fixed that.

tweak: Tweaked the damage on the Sniper Rifle. It'll deal 45 brute as it was originally intended, and you can shoot further with it.
balance: Replaced the Patrol Ranger's browning with an R91.
balance: Replaced the Recon Ranger's scout carbine with a Sniper Rifle.
balance: Buffed ranger armor across the board to compete with the Legion.
balance: Removed the slowdown on the ranger vest. Slightly lowered slowdown on the other ranger armor pieces.

Ninja the sniper originally had 45 brute, it's completely negligible because it has like 20% AP

I don't think that hyperbuffing everything is how we should be balancing the game, but I don't see a point in arguing since we have the rebase coming up soon. Please don't bring these changes over there, though.
