feat: add Mistral Vibe as a supported AI tool

Adding mistral vibe as supported tool for skill generation.

In the docs for mistral vibe skills it is written the skill should have a user-invocable: true section in metadata. I tried without this and skill are callable from the prompt window with /openspec-XXXXXX. So i made the change as small as possible if wanted i can create an adapter.
