using new version of node-tfhe and tfhe

don't merge this yet. This is just a demonstration for a full cofhe setup where we use the new version of tfhe-rs. that goes along with this PR in cofhe (specifically this commit). I use this new-tfhe-dep branch locally as the @cofhe/sdk dependency, and it succeeds in sending and external input into cofhe, and then decrypting it (passes the encrypted tests in cofhe).
