This PR adds meta-transaction support to FHE encryption, decryption, verification, and permission flows by introducing sender-aware overloads. This enables compatibility with ERC-2771 trusted forwarders, wallet abstraction, and gas-sponsored relayers while preserving correct user attribution and access control.
