Dev-only tooling dependency. Changelog: adds OTP 28 warning support (exact_compare, opaque_compare, opaque_union), fixes line/column matching for warning-ignore rules, bumps its own ex_doc dependency, and clarifies ignore_file docs. No breaking changes, no call-site impact in this repo. Verified: mix compile --warnings-as-errors, mix credo --strict, mix format --check-formatted, mix deps.unlock --check-unused, and mix test --warnings-as-errors --cover --include slow (27 tests) all green. No `mix precommit` alias is defined in this project; ran the equivalent checks from .github/workflows/ci.yml instead.
