This allows anyone to set up a private Stratum 1 using the stratum1.yml playbook.

Looks good to me. Bob ensured me that our own Stratum 1's don't use this particular yml (we have that in a different repo), so changing this only changes it for externals that we want to offer the ability to setup their own Stratum 1. Instead of uinsg the RUG stratum 0 (and having to get a firewall exception), we decided we want those to link to the sync server - as is implemented in this PR.
