Bumps `marilib-pkg` to `0.11.0` for the next release. Changes since `v0.10.0`: v0.10.0...main

What ships (marilib only, no firmware source change):

• marilib: correct the schedule table against the firmware #176: the `SCHEDULES` table is corrected against the firmware's `all_schedules.c` (cell order, `d_down` and `sf_duration` are now derived from the slot string), with a test that fails if the two drift. PyDotBot and swarmit read it.
• marilib: add MARI_MQTT_INSECURE and survive a failed broker connect #177: `MARI_MQTT_INSECURE=1` skips broker certificate checking, a broker that is unreachable or refuses the connection is reported and retried in the background instead of killing the edge.
• firmware: make build-schedules.sh portable to Linux #175: `firmware/build-schedules.sh` runs on Linux. docs: align the branch policy with the other repos #174: branch policy docs point at `main`.

Why a minor and not a patch: #177 is breaking for operators and callers. `mari-edge` and `mari-cloud` now read broker credentials from `MARI_MQTT_USER` / `MARI_MQTT_PASS` rather than `DOTBOT_MQTT_USER` / `DOTBOT_MQTT_PASS`, so an existing export stops authenticating, and `marilib.cli.edge.mqtt_credentials` / `marilib.cli.cloud.mqtt_credentials` are gone in favour of `marilib.communication_adapter.mqtt_options_from_env`.

After merge: tag `v0.11.0` on the merge commit, create the GitHub release, and upload the `marilib-pkg` wheel and sdist to PyPI (there is no release workflow in this repo). swarmit's mari submodule pin and the `marilib-pkg` floors in swarmit and PyDotBot then move to this release.
