This is blocked by this change in the python-copier-template which is released, but the copier-template cannot be updated due to DiamondLightSource/python-copier-template#270

The copier template is just that, a template, this is blocked because epics dependencies such as https://pypi.org/project/epicscorelibs are taking a while to get onto supporting Python 3.13.
