Summary
.github/workflows/ci.yml: Scope the shared ref concurrency group only topull_requestruns (github.event_name == 'pull_request' && github.ref || github.run_id). This keeps in-progress cancellation on PR updates while lettingmasterpushes,workflow_dispatch, andworkflow_callruns execute immediately in parallel without queuing or dropping intermediatemasterbuilds..github/workflows/release.yml: Includegithub.run_idin the concurrency group fordry_runexecutions (release-${{ inputs.version }}-${{ inputs.dry_run && github.run_id || 'publish' }}) so dry runs do not block one another while actual release publishes for a given version remain serialized.
