Bumps the workspace version from 0.2.0 to 0.3.0 ahead of the 0.3.0 release, mirroring #26:
Cargo.toml/Cargo.lock,package/AppxManifest.xml,package/Jiffshot.Package.csproj,app/README-portable.txt, the release workflow example, and README artifact names/commands.After merging, run Release on master with
version=0.3.0.
