VCPKG needs to be bootstrapped to be used, and SDL3 is not in all distros now, so do not give wrong dependency installation instructions

Description
I went through building the game from a bare container to update and fix build commands. VCPKG needs to run the bootstrap script. Also, SDL3 is not packaged by all distros right now, so do not give wrong dependency installation instructions anymore (use VCPKG or you're on your own).
