Feat: Small Nuclear Reactor and Small Gas Turbine for Purchase

Title sums it up! 7,500 for the small nuclear reactor and 5,000 for the small gas turbine. Prices up for discussion!

Why / Balance

People like the new engine and not every map is going to have it as an option. This will allow for smaller pop maps that can't buy the normal size reactor and turbine due to space to have it as an option regardless of it being mapped !
