Add scuba build as an alternative to using virtual machines like we've done previously.
Some advantages are decreased download sizes, easier sharing between host and guest environments, and less overall virtualization.
Scuba can also run JLink or gdbserver on the device. GDBServer can be connected to using VSCode but I'm unsure how to make it connect to JLink. That may be a future commit.
EDIT: It seems SEGGER also recommends using gdbserver, so it's just a matter of connecting to that.
