新建了一个工作流，把主分支的构建和 PR 构建分离出来，让 Actions 页面的构建看起来更直观，清晰。并且更新了所有 Actions 组件的版本
考虑过直接删掉这个工作流，因为已经有 Cloudflare 的 integration 了
但是想了一下还是留着比较好，毕竟团队成员/贡献者没有权限访问 Cloudflare 的面板，这样如果构建失败了可以用 Github Action 来看原因（
