Copy only the PMacc source tree and its license texts from PIConGPU commit 59ef36ac1d8e9ae9aa252104ad2aa7307ea6fc04 into packages/pmacc/libs/pmacc. This is simply a snapshot import.
Apply the PMacc-only cumulative source changes from the branch event_system_merged_alpaka3 in https://github.com/ikbuibui/picongpu.git 59ef36ac1..bb807fcbe. This checkpoint precedes the Caravan integration and does not import PIConGPU application or dependency trees.

Apply the PMacc-only source changes from PIConGPU bb807fcbe..ef4f31586 and import the Caravan source at ef4f3158611d16bde681d74c7fbb6fbb7c724810. The range includes subsequent alpaka3 and merge cleanup; no PIConGPU application sources are imported.
Relocate llamaLite and tests to packages/pmacc/libs/llamaLite without changing their contents. Keep the spmacc-dependent SoA test in spearhed as an integration test
Track alpaka-group/alpaka3 dev and ikbuibui/mallocMC mallocMC-alpaka3 under packages/pmacc/thirdParty.
Fix PMacc llamaLite dependency and Caravan MPI discovery docs: correct package README references and licensing
Update to use alpaka3 apis and caravan clean up namespaces and includes fix license

Instead of including PIConGPU, now use an independent pmacc, with alpaka3 and caravan.
llama lite is also put into this pmacc.
This pmacc will grow into an independent library which will serve as a base for both PIConGPU and spearhed, and other particle mesh related work in the future.
