This change should be wholly invalid as the splicelings are meant to die very, very soon, and don't exactly live long enough to heal, but at least one person reported them appearing in quests despite the splicelings being forbidden from quests, so just as a precaution

Some of these numbers on the genes may seem pretty big and that's because they are. These are end-game genes that you can only obtain a few of after completing a lengthy event chain.

For reference, here's a real stat offset from the base mod:
These genes are intended to be quite strong.
All the mutants use the human body and one of the mutants is basically a tank from Left 4 Dead 2, so I gave it a small amount of non-regenerating degradable armor. Not doing so would be a huge nerf, I feel like, compared to the intended balance of the mod.
It felt good in testing, an assault rifle and two bolt-action rifles were able to quickly strip it of this armor but the armor (combined with the creature feeling no pain) did help it stay alive just a bit longer. In close quarters, where you'll exclusively be fighting these monsters, this should make it a good threat.
One of the genes gives a pawn the hellsphere cannon blast as an ability. As that cannon and its vaporize damage works as-is in Combat Extended, I've kept it the same here.
The patient gown, being non-armor apparel, has generic non-armor apparel stats applied.
Scalpel tool stats come from the knife.
