Footer Improvments

Summary

Add footer improvements for upsell:

• Replace the Footer Upsell banner with the new Upsell Section that display the features to unlock.
• Add upsell for Footer Builder

The widget label name was dropped.

The redundant was eliminate to satisfy PHPStan check.
