This Request for Comment lays out the fundamental Article of Understanding about the relationship between National and Local Communities (chapters). The purpose of this is to create a transparent process that we can use to get agreement to new processes and programs in the future.
With the exception of the Articles of Understanding/Request for Comments process and the National Sponsorship Program, everything else should be a reflection of how we are currently operating and not a suggestion on changes to our operating model. It just minimally formalizes this model so that when we start doing more ambitious National programs we ensure that we are protecting what makes our community special.
I was going to break out the National Sponsorship Program into its own RFC as it is more a proposal of a new thing that we can be doing, but I wanted to save on attention. We can break it out into its own RFC later if there are major objections to the concept.
