Bumps the builder from golang:1.25.0 to golang:1.26.7.

A container image scan flagged 34 known vulnerabilities in the Go standard
library linked into ecr-anywhere-webhook and ecr-anywhere-refresher, two of
them Critical (CVE-2026-27143, GO-2026-4337).

The root cause is the exact patch pin golang:1.25.0, which never floated
forward and left the image 14 patch releases behind. Note that CVE-2026-46600
has no fix on the 1.25 line at all, so moving to 1.26 is required — staying
current on 1.25 would not have been sufficient.

Since the stdlib is statically linked into the distroless runtime image,
changing only the final stage cannot remove these findings.

Verified: builds clean for linux/amd64 and linux/arm64; both binaries report
go1.26.7 under go version -m.
